California Advances Merced–Madera High-Speed Rail Procurement

California High-Speed Rail Board Approves $2.4 Billion Merced-to-Madera Construction Procurement 

SACRAMENTO, United States — June 25, 2026 — The California High-Speed Rail Authority's Board of Directors approved issuing a Request for Qualifications for the Merced to Madera civil works collaborative design-build contract, a key step toward extending the nation's first high-speed rail system north toward Merced County. The procurement represents a major expansion of active high-speed rail construction in the bullet train industry

Main Development 

The Merced to Madera contract covers major civil work along the segment, including grading, structures construction, and roadway improvements. The full contract is estimated at approximately $2.4 billion. 

The solicitation will be issued this summer, with two teams shortlisted by the end of 2026 and early collaboration beginning shortly thereafter. Major construction on the new segment is anticipated from late 2027 through 2030. 

In parallel, the Board received an update on a new solicitation for the Cal CLEAN Partnership Agreement, a long-term initiative focused on securing reliable clean power for future high-speed rail operations while exploring opportunities to generate additional value from Authority-owned assets. A recommended partner is targeted for identification in August, with an initial project identification agreement targeted for September 2026.

  • The Authority Board approved a Request for Qualifications for the Merced to Madera collaborative design-build contract, valued at approximately $2.4 billion. 

  • Currently, 171 miles are under design and construction from Merced to Bakersfield, with more than 80 miles of guideway complete and 61 fully completed major structures. 

  • A total of 463 miles of the 494-mile San Francisco to Los Angeles/Anaheim system are fully environmentally cleared and construction-ready. 

  • The project has created nearly 19,200 jobs and generated nearly $25 billion in economic impact across the state.

NMSC analysts note that high initial investment in infrastructure development remains a key restraint, while expansion programs such as California's electrified Central Valley segment reflect the sustained government investment driving long-term market growth. 

Industry Outlook: 

With track installation scheduled to begin later in 2026 and the Merced-to-Madera solicitation set for issuance this summer, the Authority is positioned to expand active construction of the nation's first true high-speed rail system. The accompanying clean energy public-private partnership initiative signals a broader emphasis on long-term financial sustainability and energy resilience as the program advances toward connecting California's major population centers.
