As global health systems prioritize preparedness for future epidemic and pandemic threats, a newly announced collaboration between the Coalition for Epidemic Preparedness Innovations (CEPI) and Samsung Biologics marks a significant step forward in strengthening vaccine readiness. The partnership focuses on reinforcing manufacturing capabilities to ensure faster availability of vaccines and broader global access when new outbreaks emerge. Under the agreement, Samsung Biologics joins CEPI’s Vaccine Manufacturing Facility Network (VMFN), aligning its large-scale manufacturing expertise with CEPI’s mission to accelerate vaccine development and deployment, particularly for Low- and Middle-Income Countries (LMICs).
Supported by an initial budget of up to US$20 million, CEPI will collaborate with Samsung Biologics to establish a scalable and rapidly deployable manufacturing process for recombinant protein vaccines. The initiative leverages Samsung Biologics’ mammalian cell-based production infrastructure, alongside its established quality and regulatory systems, to pre-position a ready-to-activate process that can be mobilized quickly in response to emerging viral threats. This approach is designed to give protein-based vaccines enhanced responsiveness in future outbreak scenarios, strengthening global preparedness.
As part of the collaboration, Samsung Biologics will conduct a simulated outbreak response exercise using wild-type H5 influenza, a prototype pathogen recommended by the World Health Organization. The exercise will assess end-to-end capabilities, from antigen development through vaccine drug product manufacturing and supply. The simulation is expected to provide practical insights into the speed and robustness of large-scale recombinant protein vaccine production during an outbreak and support preparations for a generic regulatory submission dossier.
By joining CEPI’s global VMFN, Samsung Biologics will provide CEPI with guaranteed access to up to potentially 50 million vaccine doses in a future pandemic, along with up to one billion doses of drug substance that can be converted into finished vaccines. This arrangement prioritizes access for vulnerable populations in underserved LMIC regions, while also allowing Korea’s national vaccine needs to be addressed in line with CEPI’s Equitable Access Policy. The partnership also supports CEPI’s 100 Days Mission, which aims to enable the development of vaccines within 100 days of identifying a novel pathogen with pandemic potential by establishing pre-agreed, end-to-end manufacturing pathways for rapid scale-up.
CEPI highlighted that Samsung Biologics’ recombinant protein production scale and technical capabilities significantly strengthen its outbreak-response infrastructure. Samsung Biologics, in turn, emphasized its commitment to supporting a reliable and agile vaccine supply ecosystem and contributing to timely access to vaccines during urgent public-health situations. The collaboration also expands the geographical reach of CEPI’s VMFN, with Samsung Biologics becoming its first East Asian manufacturing partner, joining an existing network spanning Brazil, India, Indonesia, South Africa, and Senegal.
