Ethiopia yesterday inaugurated the Grand Ethiopian Renaissance Dam (GERD), capping 14 years of construction on what the country and its builder describe as the largest hydropower project ever completed in Africa. The project, begun by Italy’s Webuild in 2011, delivers more than 5 GW of installed generation capacity and an expected annual output of about 15,700 GWh, positioning the facility to double Ethiopia’s electricity production and enable exports to neighbouring states.

Webuild reports a 170 m-high main dam stretching 1,800 m, containing roughly 10.7 million cubic metres of concrete, making it the largest roller-compacted concrete gravity dam constructed in Africa. Its reservoir extends some 172 km and holds about 74 billion cubic metres of water. More than 25,000 workers, predominantly Ethiopian, participated in the project, and a new town with a hospital, school and sports facilities has developed around the site.

Regional tensions and diplomacy

The GERD is fed by the Blue Nile, a major tributary of the Nile, and its construction has long been a point of contention with downstream neighbours particularly Egypt, which has expressed concern that the project could affect its water supply. Diplomatic efforts, including a past U.S. mediation attempt, have failed to produce a binding agreement between the countries. Egypt’s foreign minister has labelled Ethiopia’s unilateral construction and reservoir filling as “illegal” under international law, and said Cairo reserves its rights to protect its water interests.
