NEW DELHI, India October 7, 2026 — The United Nations Development Programme (UNDP) and Generali Central on Wednesday jointly launched an Insurance Innovation Challenge in India, seeking scalable insurance solutions to strengthen the financial resilience of the country's micro, small, and medium enterprises (MSMEs) against climate shocks, health emergencies, and business disruptions a development that carries significant implications for the global Parametric Insurance Market.
The challenge will seek innovative insurance products and distribution models covering risks such as health emergencies, business interruption, and asset losses. It is open to insurance providers, insurtechs, technology service providers, social enterprises, and insurance distribution companies legally registered in India, with priority accorded to technology-led solutions that improve affordability, access, and financial literacy among MSME operators.
According to data cited by UNDP from the Small Industries Development Bank of India (SIDBI), India is home to more than 73 million MSMEs, contributing approximately 30 percent of GDP and 44 percent of exports while employing around 60 percent of the national workforce. Despite this scale, the sector remains acutely vulnerable to financial shocks arising from climate events, supply-chain disruptions, and health-related income losses gaps that conventional insurance products have historically failed to address.
The initiative forms part of the broader UNDP Generali partnership, which was established in 2022 to strengthen the financial resilience of vulnerable communities, MSMEs, and global value chains against climate and other systemic risks. Up to three winning solutions will each receive grants of up to USD 40,000 to develop or scale their proposals. Applications remain open until November 20, 2026, with winners expected to be announced in February 2027.
The global parametric insurance market was valued at USD 18.20 billion in 2025 and is estimated at USD 20.30 billion in 2026, with projections indicating it will reach USD 55.40 billion by 2035, expanding at an 11.8% compound annual growth rate (CAGR) between 2026 and 2035. India is identified as the fastest-growing country in this market, with its parametric insurance segment valued at approximately USD 0.61 billion in 2025 and projected to reach USD 3.41 billion by 2035, at a 21.0% CAGR the highest of any country globally.
UNDP–Generali Insurance Innovation Challenge launched in New Delhi on October 7, 2026, targeting scalable insurance solutions for India's 73 million MSMEs across health, business interruption, and asset-loss risk categories.
Grants of up to USD 40,000 will be awarded to a maximum of three winning entrants; applications close November 20, 2026, with results expected in February 2027.
India's parametric insurance market is the fastest-growing globally, projected to expand from USD 0.61 billion in 2025 to USD 3.41 billion by 2035 at a 21.0% CAGR, according to Next Move Strategy Consulting.
Small and Medium Enterprises represent the fastest-growing enterprise-size sub-segment in the global parametric insurance market, registering a 14.9% CAGR from 2026 to 2035, underscoring the strategic alignment of this challenge with structural market demand.
According to analysts at Next Move Strategy Consulting, the UNDP–Generali Insurance Innovation Challenge arrives at a pivotal inflection point for India's parametric insurance landscape. India is the fastest-growing parametric insurance market globally at a 21.0% CAGR, yet the country's MSME sector which accounts for nearly a third of national GDP remains structurally underinsured against climate-linked and operational disruptions. NMSC analysts note that technology-led distribution models, particularly those leveraging digital and embedded platforms, are the fastest-growing distribution channel in the global parametric insurance market at a 21.0% CAGR, making the challenge's emphasis on insurtech and digital-first solutions directly aligned with the sector's most dynamic growth vectors. The initiative is expected to accelerate the development of index-based, rapid-payout products tailored to the affordability and accessibility constraints specific to India's MSME base.
The UNDP–Generali Insurance Innovation Challenge signals a broader institutional recognition that India's MSME protection gap requires purpose-built, technology-enabled risk-transfer instruments rather than adaptations of conventional indemnity products. With Asia-Pacific projected to register the highest regional CAGR of 16.9% in the global parametric insurance market through 2035, India's combination of government-backed disaster risk financing programs, a rapidly expanding insurtech ecosystem, and a large, climate-exposed MSME base positions it as a critical growth frontier for parametric product innovation.
As UNDP India Resident Representative Angela Lusigi noted, the challenge is designed to identify insurance solutions that address the specific risks faced by small businesses and extend meaningful coverage to a greater share of India's MSME population. The outcome of this initiative and the scalability of winning solutions will be closely watched by reinsurers, development finance institutions, and insurtech platforms seeking to establish early positions in what Next Move Strategy Consulting projects will be a USD 55.40 billion global market by 2035.
