Roughly 280 million containers move by sea every year, and around 10% of them are declared as carrying dangerous goods, according to World Shipping Council and Gard data. A further estimated 6.5% are believed to carry undeclared or misdeclared hazardous cargo. 

That gap between what's on the manifest and what's actually inside the box is where most containership fires start.

Fire incidents on large vessels topped 200 in 2025; down slightly from 2024, but still the second-highest annual total in a decade, according to Allianz's Safety and Shipping Review 2026. 

Cargo inspection has traditionally been a paperwork exercise: an inspector at dockside cross-referencing a manifest against physical placards, hoping the documentation matches the container. That model is under real strain, and 2026 is shaping up as the year digital hazard data starts to close the gap.

Why Is Dangerous Goods Misdeclaration Still Rising?

The IMDG Code, the mandatory International Maritime Organization framework governing how hazardous materials move by sea, entered its 2024 edition (Amendment 42-24) into force on January 1, 2026. It's enforced across 167 SOLAS contracting states representing roughly 99% of world merchant shipping by gross tonnage. 

Compliance is not optional, and penalties are severe. 

In the US, PHMSA civil penalties reach $102,348 per violation per day, rising to $238,809 where a violation causes death, serious injury, or substantial property destruction. Those caps held flat into 2026; the first year since 2016 without an inflation adjustment. 

The UK's Dangerous Goods in Harbour Areas Regulations carry unlimited fines. Singapore's Merchant Shipping regulations add potential imprisonment on top of financial penalties.

None of that has stopped misdeclaration from being, in the TT Club's assessment in 2019, the industry's greatest ongoing threat. A major container ship fire occurs roughly every 17 days, on figures the World Shipping Council drew from Allianz's Safety and Shipping Review 2026.

The pattern behind most of these cases is consistent: shippers under-declare hazard class to avoid higher freight rates or stricter documentation requirements, and the gap only surfaces after something has already gone wrong.

How Does an Inspector Actually Verify a Hazmat Shipment Today?

Under the IMDG framework, verifying a shipment starts with identifying the product's hazard characteristics using its Safety Data Sheet. Those properties then get matched against the IMDG Dangerous Goods List and its segregation table, which determines what can and cannot be stowed together. 

In practice, that means an inspector at the point of check needs to pull the correct SDS, confirm it matches the declared hazard class, and cross-reference physical placarding against paperwork, all before a container clears for loading.

When that SDS lookup depends on a shipper's paper file, a shared drive, or a phone call to someone back at the office, the inspection slows down, and slow inspections create pressure to wave containers through rather than delay a vessel's departure. 

A January 2025 case illustrates the cost of getting it wrong at the other end: a UK-based chemical exporter faced a £12,500 penalty and a 21-day port delay because a single container lacked the correct placards required under IMDG rules.

What Role Does AI Screening Play Alongside Physical Inspection?

The World Shipping Council's Cargo Safety Program, launched in late 2025, adds a digital layer ahead of physical inspection rather than replacing it. A screening tool built by the National Cargo Bureau scans booking data using keyword searches, trade pattern recognition, and AI models, flagging shipments that look inconsistent with their declared contents before they're loaded. Carriers representing more than 70% of global TEU capacity had joined the program at launch, a figure WSC now puts at nearly 80%.

The model this points toward is hybrid: AI-driven pre-screening narrows which shipments need closer scrutiny, and physical inspection confirms what the flags suggest. But that second step, the physical confirmation, still runs on how fast an inspector can access accurate hazard data once a container is actually in front of them. 

A flagged shipment that then waits on a slow paper lookup loses most of the speed advantage the screening step was supposed to create.

Where Does Digital SDS Access Fit Into This?

This is the part of the inspection chain that's changed the least, and the part with the most room to close the misdeclaration gap. When Safety Data Sheets live in a centralized, searchable digital system rather than scattered paper files, an inspector can pull the correct SDS by product name or QR code in seconds rather than waiting on a shipper's documentation to arrive. 

That speed matters twice: it makes routine inspection faster across the board, and it removes the delay that currently makes waving a shipment through more tempting than holding it for verification.

Platforms built specifically for this kind of lookup, such as SDS management software, centralize safety data sheets so hazard information tied to a shipment can be pulled up instantly at the point of inspection rather than requested and waited on. 

For an industry where a fire occurs roughly every two weeks and misdeclaration accounts for a quarter of incidents, closing the seconds-to-minutes gap between "container arrives for inspection" and "hazard data confirmed" is a meaningful piece of the safety picture, not a minor efficiency gain.

Next Steps for the Cargo Inspection Industry

  • Integrate digital SDS lookup directly into port inspection workflows, rather than treating hazard-data access as a separate, manual step from physical inspection.

  • Expand AI-powered pre-screening participation beyond the current 80% of global TEU capacity, closing gaps at carriers and ports not yet covered by the World Shipping Council's program.

  • Standardize QR-code or digital hazard labeling across shippers so inspectors aren't reconciling formats from one container to the next.

  • Track inspection speed alongside inspection accuracy as a formal metric, since slow verification creates pressure to skip it under time constraints.

  • Strengthen coordination between flag state, port state, and national authority enforcement so a misdeclaration caught at one checkpoint is visible at the next.

  • Treat dockside hazmat verification as one node in a wider EHS risk management chain — so hazard exposure data captured at the port feeds the same system used for workplace risk assessments downstream, rather than sitting in a siloed inspection log.

Final Outlook on Digital Hazmat Inspection

The direction for 2026 is fairly clear: physical inspection capacity and digital pre-screening are converging into one inspection model rather than operating as separate tracks. AI-driven booking analysis is narrowing which shipments need scrutiny before they're ever loaded. 

What happens at the point of physical inspection, whether an inspector can confirm hazard data in seconds or has to wait on paperwork, is becoming the remaining bottleneck in that chain.

Misdeclared dangerous goods will keep causing a disproportionate share of maritime incidents as long as the gap between "flagged for review" and "hazard confirmed" stays measured in hours rather than seconds. 

Closing that gap is less about new regulation and more about whether the hazard data inspectors need is actually accessible at the moment they need it.
