AUSTIN, Texas September 28, 2026, a joint venture of Fluor Corporation and Balfour Beatty has completed the $677 million Oak Hill Parkway project in southwest Austin, Texas, delivering a significant infrastructure milestone for the global construction market and reinforcing sustained public investment in large-scale civil transportation infrastructure across the United States.
The project, executed under the Texas Department of Transportation's (TxDOT) Clear Lanes initiative, reconstructed and widened approximately 7 miles of U.S. Route 290 and State Highway 71 through the Oak Hill corridor. The improved roadway system is now fully open to traffic, five years after construction first broke ground.
Key infrastructure improvements include the expansion of the road from two to three lanes in each direction, direct-connect flyovers between U.S. Route 290 and State Highway 71, and a new overpass at William Cannon Drive. The joint venture also replaced the former Y-interchange with a more efficient single-point urban interchange configuration, enhancing traffic flow for commuters traveling between Austin and rapidly growing communities to the west.
Additional project features include new frontage roads, shared-use paths, and dedicated bicycle and pedestrian accommodations throughout the corridor. Final project activities including landscaping, paving, and striping remain ongoing, with Fluor expecting full project completion by the end of 2026.

A new single-point urban interchange replaced the former Y-interchange, improving traffic efficiency and regional connectivity.
New frontage roads, shared-use paths, and bicycle and pedestrian accommodations were integrated throughout the corridor, reflecting modern multimodal infrastructure standards.
According to analysts at Next Move Strategy Consulting, the completion of large-scale civil infrastructure projects such as the Oak Hill Parkway underscores the sustained momentum in the global construction market, which is valued at USD 13.04 trillion in 2026 and is projected to reach USD 17.31 trillion by 2035, growing at a CAGR of 3.2%. NMSC analysts note that government-backed transportation programs including state-level initiatives such as TxDOT's Clear Lanes are among the primary catalysts driving civil and infrastructure construction activity, particularly in high-growth urban corridors across North America, where demand for efficient mobility infrastructure continues to intensify.
The completion of the Oak Hill Parkway project reflects broader structural trends shaping the global construction market, including sustained public investment in transportation modernization, the growing adoption of integrated joint-venture delivery models for complex civil works, and the increasing prioritization of multimodal infrastructure design. As urban populations expand and governments continue to allocate capital toward connectivity and resilience, civil and infrastructure construction is expected to remain a primary growth driver within the global construction landscape through 2035. The Fluor-Balfour Beatty partnership on this project further illustrates how strategic contractor alliances are being deployed to execute technically demanding, high-value infrastructure programs at scale.
