NEW DELHI, India October 8, 2026 India's 57th GST Council meeting, chaired by Union Finance Minister Nirmala Sitharaman at Bharat Mandapam in New Delhi, approved a sweeping set of compliance and process reforms that are expected to significantly accelerate enterprise adoption of the Expense Management Software market, currently valued at USD 9.92 billion in 2026 and projected to reach USD 24.64 billion by 2035, growing at a CAGR of 10.63%.
The Council's decisions spanning input tax credit (ITC) expansion, accelerated refund processing, simplified GST registration, and a proposed faceless assessment framework collectively raise the compliance bar for businesses across India, reinforcing the strategic case for automated, audit-ready financial management platforms.
Among the most consequential decisions for enterprise finance operations, the Council approved ITC eligibility for employee health and life insurance expenditures, telecommunications towers, and certain pipelines categories that are routinely tracked through corporate expense management systems. Refund acknowledgement timelines have been reduced from 15 days to 10 days, with 90% of eligible claims expected to be processed automatically within three working days following risk assessment.
The Council also approved in principle an optional annual return filing scheme for businesses with a turnover of up to ₹5 crore supplying exclusively to consumers, while simultaneously simplifying GST registration for small e-commerce sellers. The prosecution threshold was raised fivefold from ₹1 crore to ₹5 crore, and arrest powers of GST officers were removed entirely. The general penalty applicable where no specific penalty is prescribed was reduced from ₹25,000 to ₹10,000. All reforms are scheduled to take effect from April 1, 2027.
Finance Minister Sitharaman stated that "99% of issues in GST relating to rates and processes have now been addressed," and confirmed that no GST rate changes were introduced at this meeting. Rate-related decisions will henceforth be considered once a year at a dedicated meeting. The Central government also announced plans to introduce a faceless assessment system for Central GST, modelled on the existing income tax framework, with a public consultation framework to be issued before Budget 2027.

The 57th GST Council's reforms signal a decisive shift in India's tax governance philosophy from enforcement-centric administration toward trust-based, technology-enabled compliance.
