India Launches ₹2,000 Cr BIRAC Fund to Boost Biotech

Industry Insights from Next Move Strategy Consulting

In a significant move to strengthen the biotechnology ecosystem, the Government of India has announced the first national call for the BIRAC–RDI Fund, a ₹2,000 crore financing initiative designed to scale high-impact innovations and bridge the gap between laboratory research and industrial deployment. The fund operates under the broader ₹1 lakh crore Research, Development and Innovation (RDI) initiative, marking a strategic push toward science-driven economic growth.

A Strategic Shift Toward Science-Led Growth

Union Minister Jitendra Singh described the initiative as a turning point in India’s innovation journey, emphasizing that the country is transitioning from a late entrant to an early mover in emerging technologies. The announcement reflects a broader policy evolution, positioning biotechnology as a key driver of the nation’s next phase of industrial expansion.

Over the past decade, India’s biotechnology sector has witnessed substantial growth, with the number of startups rising from around 50 in 2014 to over 11,000 today. Concurrently, the bioeconomy has expanded significantly, reinforcing India’s position among leading global players.

Key Highlights of the BIRAC–RDI Fund

  • ₹2,000 crore allocation to support biotechnology innovation

  • Focus on bridging the gap between research and commercialization

  • Support for startups, SMEs, and industry stakeholders

  • Funding mechanisms include equity, convertible instruments, and long-term debt

  • Coverage across Technology Readiness Levels (TRL-4 to TRL-9)

  • Phase-1 application deadline set for March 31, 2026

Strengthening the Innovation Ecosystem

The fund is structured to address long-gestation, high-risk research projects that require sustained capital and advanced infrastructure. It complements the BioE3 Policy and aims to accelerate the development of next-generation solutions across biopharmaceuticals, bio-industrial manufacturing, bioenergy, the blue economy, and biocomputational.

BIRAC, acting as a second-level fund manager, will deploy the allocated capital over a period of up to five years, with potential for expansion. The organization has already established a robust nationwide innovation network, including more than 100 bio-incubation centres, over 10 lakh square feet of incubation space, and engagement with more than 15 lakh startup entrepreneurs.

Expanding Frontiers in Biotechnology

India’s ambitions in biotechnology extend beyond traditional domains. The country has entered emerging fields such as space biotechnology and is exploring future applications including space medicine. Ongoing experiments in space using indigenously developed kits for plant and life sciences research underscore India’s commitment to advancing globally relevant scientific capabilities.

Industry Outlook and Strategic Direction

The BIRAC–RDI Fund forms part of the national RDI initiative approved in July 2025 and launched in November 2025 under the Anusandhan National Research Foundation, anchored by the Department of Science and Technology. With a clear focus on translating research into scalable industrial outcomes, the initiative is expected to accelerate innovation pipelines and strengthen industry-academia collaboration.

India’s bioeconomy has grown from $28 billion in 2012 to $165.7 billion in 2024, with ambitious targets of reaching $300 billion by 2030 and $1 trillion by 2047. The newly announced national call invites eligible stakeholders to submit proposals through the official portal, reinforcing the government’s commitment to inclusive and large-scale participation.

Next Move Strategy Consulting’s View

According to Next Move Strategy Consulting, initiatives such as the BIRAC–RDI Fund are set to redefine the Biotechnology Market by enabling faster commercialization of research and strengthening the innovation value chain. By supporting high-risk, high-impact projects and fostering collaboration between startups, industry, and research institutions, the fund is expected to enhance India’s competitiveness in emerging biotech domains.

The firm highlights that sustained policy support, combined with growing entrepreneurial momentum, will play a crucial role in positioning biotechnology as a cornerstone of future industrial transformation. As funding mechanisms evolve to support advanced research and scalable solutions, the biotechnology sector is likely to witness accelerated growth, increased investment activity, and broader global integration.

Driving the Next Phase of Industrial Transformation

The launch of the BIRAC–RDI Fund signals a decisive step toward integrating scientific innovation with industrial development. By combining financial support, policy backing, and a rapidly expanding startup ecosystem, India is laying the foundation for biotechnology to drive its next wave of economic progress.

As the sector continues to evolve, the initiative underscores the country’s intent to lead in biotechnology innovation while shaping a resilient and future-ready industrial landscape.
