Blockchain Association CEO Mersinger to Testify on Urgent Digital Asset Regulation

Washington, D.C. – On July 9, Summer Mersinger, CEO of the Blockchain Association appeared before the U.S. Senate Committee on Banking, Housing, and Urban Affairs to press Congress for a unified and transparent regulatory framework for digital assets. Addressing Chairman Tim Scott, Ranking Member Elizabeth Warren, and committee members, Mersinger delivered a unified message from the blockchain industry. He warned that, without clear rules, the United States risks losing its competitive edge in financial innovation to jurisdictions that have already enacted tailored digital asset policies.

A Bold Call for Legislative Clarity

For too long, fragmented oversight has hampered innovation, confused entrepreneurs, and left consumers exposed. “The U.S. urgently needs bipartisan legislation that provides legal clarity, supports responsible innovation, and ensures our leadership in the global digital economy,” Mersinger will assert in her prepared remarks. “Our current regulatory patchwork is stifling innovation, confusing entrepreneurs, and leaving American consumers unprotected.”

Key Recommendations at a Glance:

  • Modern Rules for a Modern Industry: Regulations should reflect blockchain’s decentralized, software driven nature rather than outdated financial frameworks.

  • Clarity Around Digital Assets: Digital assets are not inherently securities; reliance on the Howey test has created widespread uncertainty.

  • A Path to Compliance: Congress must define clear jurisdictional boundaries and establish a unified regime for digital asset intermediaries.

  • Strong Consumer Protections: The industry supports secure custody requirements, clear disclosures, anti fraud measures, and robust oversight to build trust.

  • National Leadership: A federal framework is essential to preserving U.S. leadership in the next wave of internet and financial innovation.
