DCNR Secretary Cindy Adams Dunn, along with First Lady Lori Shapiro and members of the Governor’s Advisory Commission on Next Generation Engagement, announced a new initiative at Kings Gap Environmental Education Center in Cumberland County that will provide free menstrual products in 68 state parks throughout Pennsylvania.
Free menstrual products are now available in park offices, visitor centers, and environmental education centers at 68 participating Pennsylvania state parks, offering a convenient and essential resource for visitors. Clear signage in both English and Spanish helps parkgoers easily locate these products.
This initiative is part of the Shapiro Administration’s broader effort to make public spaces more inclusive, accessible, and supportive for all residents and visitors.
The announcement was made in recognition of Menstrual Hygiene Day, underscoring the importance of combating period poverty through public policy and improved access to basic hygiene necessities.

“I’ve been deeply inspired by the young women I’ve met who are courageously raising their voices and initiating conversations about period poverty — openly discussing a topic that has long been considered taboo,” said First Lady Lori Shapiro. “Because of their advocacy, Pennsylvania is making meaningful progress to ensure more women have access to essential hygiene products throughout the day.
It’s vital that we continue to lead by example in our Commonwealth, which is why today’s announcement is so significant. I want everyone to feel comfortable enjoying the outdoors, and DCNR’s efforts to make free menstrual products available in restrooms and visitor centers across our state parks are key to making these public spaces inclusive and welcoming for all.”
Governor Josh Shapiro and First Lady Lori Shapiro remain dedicated to making sure Pennsylvanians have access to essential resources—whether in schools or in outdoor spaces. As part of this commitment, the Governor secured $3 million in last year’s state budget to fund free menstrual products in K-12 schools throughout the Commonwealth. His proposed 2025–26 budget continues this critical investment, reinforcing the administration’s focus on equity and accessibility.
Providing free menstrual products in state parks is about recognizing them as a basic necessity—no different from toilet paper or hand soap. These products are essential to ensuring that everyone can fully enjoy outdoor spaces without barriers. No one should have to cancel a hike, nature walk, or camping trip because they don’t have access to period supplies. Beyond convenience, this initiative promotes public health by preventing the use of unsafe alternatives and supporting hygienic practices. Since periods can be unpredictable, having products readily available helps parkgoers manage emergencies with dignity. The Department of Conservation and Natural Resources (DCNR) will monitor the success of the program and plans to expand it to more park locations in the future.
