WASHINGTON, United States — October 20, 2026 — The U.S. Department of Commerce announced the initiation of antidumping duty and countervailing duty investigations of certain amine compounds from China, according to the International Trade Administration. The proceedings are relevant to the polyurethane systems market, where catalysts are a formulation component of polyol and isocyanate systems.
The initiation of an investigation does not mean that duties have been imposed. Commerce listed alleged dumping margins of 244.94% to 352.32% for China and an alleged subsidy rate above the de minimis threshold. These figures are allegations that the investigations will examine.
Commerce reported that U.S. imports of the products from China were valued at USD 234.9 million in 2025, down from USD 375.5 million in 2024. Volume eased to 19.1 million kg from 20.6 million kg over the same period. Commerce cautioned that the import codes used may cover both subject and non-subject merchandise, so the data may not reflect actual imports of the covered compounds.
The U.S. International Trade Commission is scheduled to issue its preliminary determinations on or around November 13, 2026. If those are affirmative, Commerce would announce its preliminary countervailing duty determination on December 24, 2026, and its preliminary antidumping duty determination on March 9, 2027. These deadlines may be extended under the statute. The petitioners are Evonik Corporation and Huntsman International LLC.
Commerce initiated both antidumping and countervailing duty investigations on October 20, 2026 (case numbers A-570-245 and C-570-246).
Alleged dumping margins range from 244.94% to 352.32%, and the alleged subsidy rate is above de minimis.
The U.S. International Trade Commission is scheduled to issue preliminary determinations on or around November 13, 2026.
Preliminary Commerce determinations are scheduled for December 24, 2026 (countervailing duty) and March 9, 2027 (antidumping duty), if the ITC findings are affirmative.
According to analysts at Next Move Strategy Consulting, the global polyurethane systems market was valued at USD 1.25 billion in 2025 and is estimated at USD 1.36 billion in 2026. It is projected to reach USD 2.34 billion by 2035, a compound annual growth rate of 6.17% from 2026 to 2035.
NMSC analysts note that raw material price volatility is the main restraint on the market, as input costs move with energy and feedstock prices and system suppliers pass increases through with a lag. They add that Asia-Pacific accounted for approximately 41.6% of the market in 2025, with regional system houses becoming a primary differentiator among suppliers.
The outcome depends on determinations that have not yet been made. The U.S. International Trade Commission’s preliminary decision is the first milestone, and the scheduled Commerce determinations in December 2026 and March 2027 follow only if that decision is affirmative. Foam system suppliers and processors will monitor the scope of any final orders and any change in sourcing costs for formulation inputs.
